Looking for Gender Experts, UNDP
BACKGROUND:
The United Nations Development Programme (UNDP) Bureau for Crisis Prevention and Recovery (BCPR), is seeking consultants who are experienced in Gender Mainstreaming and Gender Analysis to be included in their roster of expertise, which BCPR can draw upon for short, medium and long term assignments. The Consultants will be expected to demonstrate excellent technical expertise in Gender issues in support of UNDP Country Offices, national partners as well as the UN system.
RESPONSIBILITIES:
The overall goal of the Gender Consultants will be to facilitate the integration of a gender perspective into UNDP BCPR programme design, implementation, monitoring, and evaluation in the following areas:
- Conducting gender assessments, and identify entry points in the context of programme design, to ensure gender mainstreaming in the design of CPR programmes.
- Participating in recovery needs assessment exercises to facilitate the incorporation of gender dimensions in post crisis (natural disasters and Conflict) needs assessment exercises.
- Participating in post-crisis strategic planning exercises, to identify entry points for the promotion of gender equality through CPR programming.
- Designing special initiatives on gender equality and/or for prevention and response to gender-based violence, in the context of UNDP CPR programming and UN joint programming contexts.
- Developing training modules and conducting training for CPR programme personnel and implementing partners on the gender dimensions in CPR, and methodologies to ensure gender mainstreaming in programme implementation.
- Providing support to the collection and analysis of sex-disaggregated data for implementation, monitoring and evaluation of CPR programmes.
- Forming strategic alliances with key UN partners, national and local actors to advocate for gender sensitive programming.
- Contributing the integration of a gender and development perspective in UN integrated missions, through advocacy and joint programming activities.
- Assist with the development and application of gender responsive tools, methodologies and knowledge products to enhance the capacity of Country Office and CPR projects personnel on gender mainstreaming.
- Supporting the adaptation of methodologies and tools to specific country situations.
COMPETENCIES:
- Ability to provide leadership and take responsibility for mainstreaming gender perspectives into CPR substantive work.
- Demonstrated analytical, programming and advocacy skills on gender issues especially with regard to policy advocacy, in line with Security Council Resolution 1325, CEDAW, and BPFA.
- Establishes and maintains strong links with international, regional and national networks on gender equality and women's rights.
- Clearly communicates links between BCPR's strategy and the work clusters goals.
REQUIRED SKILLS AND EXPERIENCE:
- Advanced degree in social sciences, development studies or a discipline relevant to post-disaster recovery.
- At least 10 years experience in implementing, planning and managing programmes and policies related to disaster reduction, response and recovery.
- Extensive field and programming experience in the area of post disaster response and recovery.
- Knowledge and experience of UNDP and UN system policies and programming. Knowledge and experience from disaster response operations, including missions in support of recovery planning in at least two different UNDP regions.
- Fluency in English, including excellent analytical writing skills, as well as in one other UN language, preferably Spanish or French.
